The reason why nobody is answering you is because only those granted access to talk via console chat (i.e. to ALL the players regardless in which system they are currently residing in) are Event Managers and GR -- Serverpolice. And that's for a good reason otherwise everyone would just always talk and spam in console and everyone, no matter where they are, would be able to read it. You need to directly talk to a player by clicking on his name in the chat window or talk through the system chat.

That's what system chat is for and you can obviously form groups with others and talk through the group chat no matter where you are it's not different from an MMO really. General chat is always restricted to the current area you are in.
