Oh it is currently considered. I mean the rank. But i tend to spice up the forumla a bit. So the rewards is not linear but rather like exponential or so. Slightly adjust the payout. Besides this cops and pirates will get their own console command - like mercs already have.

Too much bounties on too much heads makes the game to be more confusing. Level dependent rates + a license factor eventually.
