One clan = one chosen RP = one chosen RP license. Means the clan must choose a license and its RP. They may not change the license. IOC have chosen the merc license - means their main territory is merc. Must not mean they may not "trade" at all. Its eventually not written that way. But there are several older players here who have confirmed this already.
