from what I experienced with the repair ship (or the way I understand its way of working) The repair ship needs to turn off/take off the damaged ship's shield in order to repair the hull. Since the shield is covering the hull in order to protect it from damage. Like an candy you need to unwrapp befor you can actually get to the candy itself.
