I really dont know the problem about paying fines or taxes. If I am receiving hails I often pay those fees because its easier for me to earn my money back and the good part of it is that i have not cut off someone elses RP. Paying taxes or fines is fully independent from cargo holds. You are asking often why should i pay tax if i dont have anything to loose - let me request - why not? The game is more fun for all if such really easy parts of the roleplay could be fulfilled.
