Although I am playing SP Campaign, I don't think NPCs are attacking the wrecks themselves in MP. A couple of times, I had found a wreck and there were Bounty Hunters all around me (Neutral to them at the time). I shot the wreck and tractored in what I could. A second later, I heard them tractoring in whatever was left over. The only other possibility I can think of is if there were a lot of skirmishes in that area.
