I know this is an old thread but I came across it and I wanted to point out that the mentioned .ini file in the last page is not a mod file, it is part of the shipped game. You don't need anyone's permission to edit that. It's actually closer to being illegal for claiming ownership of that file and forbidding the making of changes to it.
