its a mix, its the total worth of your char (equipment + ship + money) althought when you buy something (example : 10M), it loses value (down to 6M). Owning an object transform your dear money in "used-equipment" which is worth less (4M)... this then makes your level go down a little. I also think that MP rankings give more importance to the money part and a little less to the equipment value...
