These torp launchers are not available for player use, only the NPC. So "if" the NPC are actually dropping them, then red herring and the others need to report when and where they aquired these launchers. However it bothers me that several players have spent countless hours killing alien npc and they havent found these launchers. Red Herring, Keli & Jack Daniels have all been reported as carrying these. I suggest reporting to Op how and where you aquired them.
