this is 1.7, you can smuggle while bing a cop, merc or pirate BUT you cannot have a smuggler licence on one char and a merc licence, or any other for that matter, on another char. afaik it doesn't matter anyway because for 1.8 ONLY those who carry a Smuggler Licence will be able to buy BMGs [It is the intension to have BMGs only available to players with a smugglers licence mounted, though this may not be functional in the first release of Crossfire 1.7] (Crossfire rules)
