My 2 cents I viewed the chance to use bounties as an approach to increase RP. When I'm online and see cops sitting in whatever system and mercs in another while pirates in another.....it seemed that bounties would create an explosion of action in the RP. I believe now that "explosion" is probably right. Of course since I'm a pirate I tend to place bounties on cops....I also place on others who managed to avoid my tax attempts.
