If Uberlancer is the one I think it was, the guy who came up with the idea originally didn't even know how to mod - and that was about 4.5 years ago now. He just ran around for weeks saying it'd be the best/ultimate FL mod and that all other modders should leave their own stuff to take part, but didn't know what code was or how to do anything. It was doomed from the start. Openlancer was a more realistic attempt... don't know if that still has steam or whether it died.
