My only concern really with restrictions on being in NY is that it makes sense to use it as a place to do safe transfers, especially since it is the spawning point for new characters. The game does not allow for the trade of materials or credits unless the two ships are physically alongside one another (guess FedEx wasn't on the sleeperships O.o).
