The problem with recharge and repair for NPCs is a awkward compromise. While it helps the NPCs survive longer and simulate a more intelligent pilot, it also makes certain ships very difficult to kill. That had been my own problem in the singleplayer campaign - that my Dragon had not the oomph in its guns to smack down some of the Liberty fighter swarms on the satelite destruction mission.
