EVE doesn't work on Windows 98. It works on 2000 and upwards as far as I know. It's optimized for XP and Vista though.

Yeah, it used to work on Windows 98, but with the release of the Dragon patch, it no longer supported 98. The Dragon patch was a patch that brought the code bases of the Main server and the Chinese server together, although they run as seperate servers, and don't interact with each other.
