Pirate ask tax according to level of the player if player dont pay pirate kill the player.
Police may ask pirate a fine according to the level of the pirate if pirate dont pay fine police kill pirate.
Smuggler buy and sell BMG, Police try to stop smuggler or ask for the fine.
mercenary is open for hire and all license can hire a mercenary.
