The official rules state clearly Section 2C
Player vs Player Combat

You are not allowed to reload (use nanobots and/or shield batteries) during PvP fights. The exception to this is when a Train is being attacked by fighter or capital ship when it is begrudgingly permitted. NEW: Reloading (the use of nanobots and/or shield batteries) during a Player vs. Player fight is not forbidden. However, it is advised not to do it since it just drags out the fights but very likely doesn’t change anything about the outcome.
There is a rule containing a contrary situation.
At one point you are not allowed to reload during PvP - Excluding being in a train (which could also apply to large transport or any other Train-Class vessel)
At another point you are also not forbidden to reload during PvP
This is a situation which will always lead to confusion and some sort of agression between players.
Some players will justify reloading with the part where you are not forbidding to do so.
Others will convict reloading using the part where you are not allowed to do so during PvP.
OP does know already that there is a situation which needs to be cleared out. Either no or yes. (exeptions for train class ships might still remain in place)
But until OP did change the official rules to a definite sentence about reloading, I would ask you to not argue about it. Since it does not lead anywhere but frustration at one point.
People who reload during PvP will have to deal with that others will avoid playing with them in the future.
