As far as i can see DS17 is not hostile for everyone and docking is unrestricted. Only if you attack the base it will be hostile for some time. hmm i checked settings of base, it says neutral to non allied ships, unrestricted docking. According to this you should be neutral to base and allowed to dock. If you have further problems to dock i can add you to station list if i have the name of the char with problems.
