Tekagi's base - Can't buy ANY ships/parts. What reputation do I need?

Hey guys, I got to Tekagi's base (arch). I saw they sell Titan ship, but I can not buy it. It says I need to be at friendlier terms (BUT WITH WHO?????). I have all the Kusari navy and police on green but Blood dragons/corsairs/criminals on Hostile. I want to buy that Titan ship, but I do not who should I bribe for rep?

Last time I checked Tekagi's Arch is permanently hostile. Wiki claims so as well but wiki has been incorrect before.
You can buy that winged flying tank in two jumps: Tohoku->X-3043->Custodian (Planet Blood). Or elsewhere around X-3043, it is quite widespread.

If is this for crossfire mod, then some (few) bases are owned by special faction with similar name (displayed) like normal ones. Thing is, that these special factions usually can't be influenced (and if so then mostly only one way to hostile), bcs they are important/related to SP campaign. Tekagis base is one from them.
