Ultra Rare upgrades:
UR upgrades are locked for set gear and random for non-set gear. Consoles gain no modifiers, but simply get stat buffs instead.

Epic upgrades:
Epic upgrades are locked across the board. All weapons get the same mod at Epic, no matter what weapon, all engines get the same mod at epic, regardless of the engine, etc.
Weapons (space) get [Ac/Dm], which is 10% accuracy and a slight boost to the base damage of the weapon.
Weapons (ground) get [crtH/Dm], which is a 2% critical chance boost and a slight boost to the base damage of the weapon.
Deflectors get [SS/SI], which is 10 to structural integrity and shield systems.
Engines get [Drv2], which is 20 to driver coil (which buffs the speed of any special warp travels, such as those from the maco or assimilated engine, the adapted warp core, or the quantum slipstream drive, in addition to increasing full impulse speed and decreasing the power drain from full impulse)
Warp and singularity cores get a [W->S] synergy tag, which grants shields power based on your current weapons power. (note - if you already have a [W->S] warp core, it shows up as x2. On tribble, you don’t get the bonus power from the second synergy tag in such a situation, but that I believe is a bug.)
Shields (ground and space) get [Cp/Rg], which is a capacity and regeneration boost
Armor get [HP/Res], which is a buff to health and all resistance (it looks to be a buff of 8 all damage resistance and 65 hp)
Consoles only get stat upgrades at epic like with UR- they will not gain random extra modifiers.
Kits are not currently upgradable, but are likely simply stat buffs.
